UAE e-invoicing explained: deadlines, scope and how to get ready

The UAE is replacing PDF and paper invoices between businesses with structured electronic invoices that pass through accredited service providers and report data to the Federal Tax Authority. The first businesses must use it from 1 January 2027. This guide sets out who is covered, the official dates, the penalties and the practical steps, using only Ministry of Finance and FTA publications.

Quick answer

E-invoicing becomes mandatory in the UAE for business-to-business and business-to-government invoices from 1 January 2027 for businesses with annual revenue of AED 50 million or more, from 1 July 2027 for those below it, and from 1 October 2027 for government entities. Each business must first appoint an accredited service provider: by 30 October 2026 for the largest group and by 31 March 2027 for the others. Once a business is required to use e-invoicing, failing to implement it or appoint a provider costs AED 5,000 for each month or part of a month of delay.

What e-invoicing means in the UAE

Under e-invoicing, an invoice is no longer a PDF or a sheet of paper that you email or hand over. It is a structured data file in XML, built to the PINT AE standard, which is the UAE version of the Peppol invoice specification. The Ministry of Finance calls the system a decentralised five-corner model, and e-invoices do not carry a QR code:

  • Corner 1: you, the supplier, create the invoice in your accounting or ERP system.
  • Corner 2: your accredited service provider validates it, converts it to the UAE format if needed and sends it on.
  • Corner 3: your customer's accredited service provider receives it.
  • Corner 4: your customer receives the invoice in their own system.
  • Corner 5: the Federal Tax Authority receives the tax data that the service provider reports.

Who has to use it

Ministerial Decision No. 243 of 2025 brings business-to-business (B2B) and business-to-government (B2G) transactions into scope for businesses operating in the UAE. Sales to consumers (B2C) are outside the scope for now. The Ministry's guidelines also list specific exclusions, such as certain government activities carried out in a sovereign capacity and certain airline and financial services transactions, so check the guidelines if your business works in one of those areas. Both the business issuing the invoice and the business receiving it need an accredited service provider. Any business can join voluntarily from 1 July 2026.

Penalties under Cabinet Decision No. 106 of 2025

The Cabinet has set fines for businesses that are required to use e-invoicing and do not. The Ministry's guidelines say these fines apply only from the date a business is mandatorily required to implement e-invoicing, and businesses that join voluntarily are not fined before then. The main amounts are:

  • Not implementing the system or not appointing an accredited service provider on time: AED 5,000 for each month or part of a month of delay.
  • Not issuing and sending an e-invoice: AED 100 per invoice, up to AED 5,000 per calendar month.
  • Not issuing and sending an electronic credit note: AED 100 per credit note, up to AED 5,000 per calendar month.
  • Not reporting a system failure on time: AED 1,000 for each day of delay.
  • Not telling your service provider about changes to your registered data on time: AED 1,000 for each day of delay.

How to get ready

Most of the work is choosing a provider and making sure your accounting data is complete. A practical order of steps:

  • Work out your phase from your annual revenue, using the timeline above.
  • Pick a provider from the Ministry of Finance list of accredited service providers, and compare what each one connects to (your ERP, accounting software or spreadsheets).
  • Sign with the provider before your appointment deadline and complete onboarding with them.
  • Check that your customer and product records hold what e-invoices need, such as TRNs, full addresses, item descriptions, quantities, prices and the VAT treatment of each line.
  • Plan how you will issue credit notes, which are needed when a sale is cancelled, the price is reduced, a refund is made or an error is corrected.
  • Keep issuing correct tax invoices until your mandatory date.

Where our free invoice generator fits

The NeedMyTools invoice generator makes PDF tax invoices with your TRN, 5% VAT, zero-rated and exempt lines and the total in words, in English, Arabic or both. That is what most small businesses need today. It is not an e-invoicing system: it does not produce PINT AE files, it is not an accredited service provider and it does not send anything to the FTA. Once e-invoicing applies to your business, invoices in scope must go through your accredited provider.

Frequently asked questions

Is e-invoicing mandatory in the UAE?

Yes, in phases. Businesses with revenue of AED 50 million or more must use it from 1 January 2027, businesses below that from 1 July 2027, and government entities from 1 October 2027. It covers business-to-business and business-to-government invoices.

My revenue is below AED 50 million. Do I still need e-invoicing?

Yes, if you invoice other businesses or the government. Your deadline to appoint an accredited service provider is 31 March 2027, and e-invoicing becomes mandatory for you on 1 July 2027.

Can I keep sending PDF invoices?

Until e-invoicing becomes mandatory for your business, you keep issuing tax invoices under the current VAT rules. After that date, invoices in scope must be issued as e-invoices through your accredited service provider, and a PDF alone will not be enough.

What is the penalty for not using e-invoicing?

Under Cabinet Decision No. 106 of 2025, failing to implement the system or appoint a provider on time costs AED 5,000 for each month of delay, and each e-invoice not issued costs AED 100, up to AED 5,000 a month. Fines apply only from your mandatory date.

Is NeedMyTools an accredited e-invoicing provider?

No. NeedMyTools offers a free PDF tax invoice generator and this guide. For e-invoicing you need a provider from the Ministry of Finance list of accredited service providers.
