Which law sets your pension
Three sets of rules exist side by side. The Social Insurance Law of 1421H still governs anyone with contribution months before 3 July 2024 that were never paid out. Within that group, Cabinet Decision 1022 moved the retirement age and the months needed for an early pension for members who, on 3 July 2024, were younger than 50 Hijri years (48 years and 6 months by the Gregorian calendar) and had fewer than 240 months; their pension formula did not change. Everyone who started work from 3 July 2024 with no earlier unpaid-out period falls under the new Social Insurance Law of 1445H. The calculator reads your first registration date and the 3 July 2024 figures to place you in the right group.
The 1421H formula, with GOSI's example
Article 38 of the 1421H law takes the average monthly contributory wage of the last two years, divides it by 40 and multiplies it by your years and months of service. In months, that is average x months / 480. The result may not pass 100% of the average, and the average itself may not pass 150% of your contributory wage at the start of the last five years, so a late pay rise only counts up to that limit. GOSI's own example: an average of SAR 12,000 over 35 years gives 12,000 x 35 / 40 = SAR 10,500 a month. Early pension under this law is not reduced.
The new-law formula, with GOSI's example
Article 17 of the new law multiplies 2.25% by the average contributory wage and by the number of contribution months, then divides by 12. The average is no longer the last two years: Article 26 uses the highest wages over 180 months of your career. GOSI's worked example: 480 months with an average of SAR 20,000 gives 2.25% x 20,000 x 480 / 12 = SAR 18,000. Early pension is cut by 3% for every 12 months (and pro rata for part of a year) that you are short of 65 or short of 480 months, whichever is less, and the cut stays for life. Each 12 months you keep contributing after 65 adds 3%.
Retirement age and early pension
Under the unchanged 1421H rules the normal pension starts at 60 Hijri years with at least 120 months, and an early pension needs 300 months at any age. The new law sets 65 Gregorian years with 180 months, and allows an early pension up to ten years before 65 with 360 months after you stop covered work. For members caught by the 2024 amendments the normal age depends on their Gregorian age on 3 July 2024, falling by four months for each year of age:
- Under 29 on 3 July 2024: 65
- 29: 64 years 8 months; 30: 64 years 4 months; 31: 64
- 34: 63; 37: 62; 40: 61; 43: 60
- 46: 59; 47: 58 years 8 months; 48 to 48 years 6 months: 58 years 4 months
- Early pension: 360 months if you had under 180 months on 3 July 2024; 348, 336, 324, 312 or 300 months for 180-191, 192-203, 204-215, 216-227 or 228-239 months
Minimum pension and the 100% ceiling
GOSI states that a 1421H pension is never less than SAR 1,983.75 a month. Under the new law the minimum is SAR 4,000 for 480 months and falls for each year short of 480, down to SAR 2,000 at the 180-month qualifying period. The law gives those two end points but not the size of each yearly step, so the calculator draws a straight line between them (SAR 80 a year) and labels it as our reading. Both laws cap the formula at 100% of the average wage, and the contributory wage itself is capped at SAR 45,000.
What this estimate leaves out
We only built in rules we could read in an official GOSI source. Not covered: the split-period method when your wage fell in later years, hard and hazardous jobs, buying a notional period to reach 120 months, the lump-sum payment when you do not qualify, yearly pension increases, disability and survivors' pensions, GCC nationals, and the civil and military pension laws. Non-Saudis are not covered by the annuities branch at all; their end-of-service money comes from the employer under the labour law. For contributions, use the GOSI calculator, and for take-home pay, the Saudi salary calculator.
